昭和61（1986）年、豊橋公園内の旧吉田城三の丸跡に開設されました。地域の伝統文化、芸能活動（茶道・舞踊・詩吟・短歌・俳句など）や市民文化（囲碁・将棋など）の多目的文化施設です。概要は、敷地面積2100㎡、建物延べ面積401㎡、庭園面積1170㎡、母屋（鉄骨鉄筋コンクリート平屋建て）262㎡、茶室（木造平屋建て）84㎡です。茶室は、4.5畳・8.5畳・和室17.5畳（3室）・立礼茶室（定員17人）です。
気軽に利用ができるように、下記のとおり茶席を開いています。
