昭和54(1979)年6月1日に緑豊かな豊橋公園(吉田城址)の一角に開館し、郷土ゆかりの美術や歴史・考古・民俗資料を中心に収集・展示を行うほか、企画展の開催、講演会や講座の開講など普及活動にもつとめています。また、1階展示室では各種美術展、グループ展などの作品発表の場として広く一般に活用されています。
